Do you recall that time in our history when Haitians started complaining about the excessive number of young Haitians with criminal background that were being sent back to Haiti?

Haitians used to call them "Depote". There was even a Haitian movie about it some time ago.

The Haitian people complained our law enforcement agencies were ill-equipped to deal with them and most of these bad apples had no immediate family back in the homeland. They knew nothing about Haiti.

In the early 2000s, the deportation of individuals with criminal records from the United States back to Haiti coincided with a period of increased criminal activities and challenges related to security in the country.

The return of these individuals, some of whom had been involved in gang-related and criminal behavior in the U.S., added to the complexities of Haiti's existing security issues.

Deportations from the U.S. to Haiti during this time included individuals who had been convicted of various crimes, such as drug offenses and violent activities.

Upon their return to Haiti, some of these individuals found themselves in a country with limited resources, social support, and employment opportunities. This situation facilitated the potential for them to become involved in criminal networks, including those engaged in kidnapping, extortion, and other illicit activities.

Most of what you stated are true however minustah was not the source of kidnapping the antikidnapping unit was formed by minustah members
Kidnapping at first was incidental
Then many politicians got involved by using their positions and easy access to those youngsters who lost the support from aristide rhey were easily influence to get involve to make money and also the fact that upon reelection aristide introduced a huge number of chimeres in then police department mostly untrained and uneducated wanna be gangsters they are now the onea who are running the
