"In the first days of each month, the first applicants and racketeers make the line at 3 o'clock in the morning or spend the night in front of the consulate. These racketeers get the coupons for free and sell them for USD $50 each,"says a source familiar with the issue to Haitian newspaper Le Nouvelliste.

Getting a Dominican Visa in Haiti is getting more and more difficult

Indeed, Dominican visa applicants must now have this coupon issued by the consular authorities.

Officially, the Dominican visa costs USD $200 in Haiti but can reach up to USD $350 on the black market and only 3,000 visas are made available each month.
