Several other things need to be done in combination with this.
Parliament needs to spell out rights of tenants, and both homeless and disaster displaced victims, how they can resolve disputes when their land tenure security is violated, and how this is to be enforced.
Include residents of Haiti's "red zones."
Haiti needs to have rule of law, instead of rule by thug-mobs.
This should include a judicial system which resolves ownership disputes, eviction disputes, rape and death threats, in a fair and even handed manner
Resolve the system of land ownership documentation, so there is clarity who really owns what property, who has what rights to it. Issue documents which can be read by persons whose language (French, Kreole, Functionally Illiterate) varies.
There have been stories of people who had legal documentation to stay some place, forcefully evicted by Haitian Police and UN military persons who refused to view the documents.
