At this point in time, I don't believe that appealing to the Dominican's sense morality or shaming them to do what is right for the Haitian-Dominicans.

Damage control would be somewhat more adequate; For instance what criteria the Dominicans have used to determine someone is "illegal" after 89 years of living in the Country.

What does their constitution have said in regard to citizenship status.

How can the Haitian-Dominicans find loopholes in the constitution to help their cause.

If things failed, can they apply for "permanent residency" status?

People who fell into eminent evacuation no matter what, how much of a SEVERANCE FINANCIAL PACAKGE will they get BEFORE leaving the Country?
