How immigration officers know for sure Haitians are NOT travelling for tourist purposes

Think about this for a minute... A Haitian traveler travels abroad as a tourist and brings with him his birth certificate, his Extraits des Archives, baptism certificate, marriage license, do you think he is only traveling as a tourist who wants to spend a few days abroad? Is he planning to return to Haiti anytime soon?

If you think he is leaving Haiti for good, what do you think an immigration officer will think when he notices these documents in a Haitian traveler's bag.

THEY BRING THEM JUST IN CASE SOMETHING NOT BECEAUSE THEY ARE NOT GOING BACK TO HAITI.
