Since 1962, Elevage libre (Free Breeding) and animals roaming the streets of Haiti's cities, towns and villages were forever abolished by the Code Rural of president Francois Duvalier.

This rural code was published by Haiti's minister of Justice since 1984 and it has been a law to be enforced ever since.

Here are some articles, translated to English of the Haitian Code Rural written by Francois Duvalier:

ARTICLE 84 - Free breeding (élevage libre) is abolished throughout the territory of the Republic. All pasture will be fenced.

Article 87 - It is strictly forbidden to breed one or more heads large or small livestock within the limits of towns and villages.

Article 88 - It is also forbidden to allow animals to roam freely in the towns and villages, on roads, savannahs, in reserved areas and forests or keep tethering along roads, trails and railroad tracks.

Article 89 - Nevertheless, any owner of large livestock may keep attached some heads of animals on fallow or fallow land.
