Para dar mi respuesta a la falta de terreno que tiene el Gobierno Haitiano, quiero primero decirles que La Organizacion No Gubernamental (UNICREDEC), esta auspiciando el Proyecto de Reconstruccion y Desarrollo del Nuevo Haiti(PRDNH), ya hemos hecho contacto con la mayoria de las autoridades de Haiti, incluyendo al Presidente Rene Preval, al Primer Ministro Bellerive, al Representante de las Naciones Unidas, a Bill Clinton, etc., con el proposito de coordinar esfuerzos y cooperacion entre todos las fuerzas vivas para poder lograr el objetivo del desarrollo definitivo de Haiti.

Por ejemplo, le estamos solicitando al gobierno, terrenos, en cada provincia del pais, para establecer la BASE del proyecto.

Si vemos el nombre del proyecto se trata de la Refundacion de Haiti, por tanto el Gobierno Haitiano, y las instituciones Gubernamentales Haitianas, todavia no han caido en cuenta en que ellos tienen la primera responsablidad en el desarrollo de Haiti.

Deben entender que los recursos naturales como tierra, agua, espacio aereo, son prioritariamente, propiedad del Estado, aunque en la Democracia se reconoce la propiedad privada, si el estado necesita un terreno para una obra publica(de beneficio para la comunidad) la constitucion y las leyes de tierra, le facultan para declarar de utilidad publica esos terrenos, en la Republica Dominicana, por ejemplo, es asi.
Por tanto dentro de la Nueva Reconstruccion General de Haiti, el Gobierno, el congreso Haitino, las institucones Gubernamentales y No Gubernamentales(la sociedad civil) tienen que trabajar urgentemente, en el ordenamiento del territorio haitiano, empezando desde cero y considerando primeramente al estado como due
