The chickens were being smuggled into the Dominican Republic without paying customs duties.

The import or exportation of goods without paying customs duties is penalized by most countries.

In the Dominican Republic, smuggling is a crime that is penalized by Art. 167.

If Haitians farmers want to export chickens to the Dominican Republic they should do so thru the proper channels in order to comply with custom duties, taxes, and health regulations.

Import duty and taxes are due when importing goods into Dominican Republic whether by a private individual or a commercial entity.
