Which is it?

The Haitian 1987 constitution does not allow dual nationality.

Agree?

Unless the 1987 Haitian constitution as amended allows dual nationality.

The amended constitution has never been published or at the very least I cannot get my hand on a copy of it. Can you advise wheter or not dual nationality is now allowed?
