I have seen it Woody.

I once decided to see what it's like to be dropped at the Jimany border, hop on the back of a motorcycle and catch a guagua to the capital of the DR. 5 times along the way the bus was stopped for by officials.

Anyone who was dark skinned had to show their papers except for one black Haitian guy who had paid his passage to the Dominican driver of the bus. Of course the driver gave a handy handshake to the main official checking the bus and making sure to tell him that this particular passenger is covered.

What can be done Woody?

So long as our brothers and sisters have to go hunt for survival jobs abroad, this is going to happen.
