Harry Adam, Executive director of the Unit for the Construction of housing and public buildings (UCLBP), assured that all the procedures are in fact legal.

The conflict seems to revolve over home owners have not submitted their titles for reimbursement.

In many cases in Haiti, it is often difficult to prove who really owns a land or a property. Should that stop the country from its path to move forward and progress?
