I have serious doubts about Preval's capacity to deal with anything at this point, but to say the Haitian government is incapable of dealing with the reconstruction sounds like the same old bullshit by Americans saying the Haitians can't do anything.

There are capable people in the Haitian government, they just aren't being allowed to take leadership for sucessful and postive change.
