$20 U.S. to cross Dominican Republic Border to Haiti, What is that for?

Why is that all tourists have pay USD $10.00 tourist card fee upon entry to the Dominican Republic when you land at the airport but have to pay USD $20.00 when a Haitian tourist enters the Dominican Republic on land from Haiti?

Is that USD $20.00 fee for a Dominican Republic tourist card or is it something else?

I did some research online and discovered that The Dominican Republic charges USD $20.00 departure tax that, in most cases, is already included in your airline ticket fare if you are traveling by plane.

All foreigners leaving the Dominican Republic by land going to Haiti pay $20 at to DR immigration.

All Haitians with Haitian passports entering the Dominican Republic by land pay $20.

I dont know how much people going to Haiti by plane pay but I will find out and update this article..

Is that the for the departure tax or a more expensive tourist card.
