Sound good but I am not convinced.

If La Gonave is the ideal place for such development the investor will not go to DR, this is a scare tactic because in business it is always " Location, location location".

Why was such a deal negotiated in the dark and signed at the last minute?

Was the people living in La Gonave consulted?

It is common knowledge that foreign investment is good for a country' s economy, but even if change is good but people will always resist and get suspicious if they do not feel involved.
