The reason Cervical cancer is killing Haitian women at such an alarming rate is, in large part, because the latest prevention tools aren't available or affordable in poor countries.
Haiti is a poor country, many Haitians cannot afford to pay for Pap smears, a screening test for cervical cancer. Even if they could, the article says, there aren't enough laboratories or personnel to analyze them.
