Haiti's reconstruction

I keep hearing about reconstruction.

Would it be possible to collect all the rubbles on the street of P-A-P, dump them on the edge of the ocean shore and built a NEW front for the city.
It would be attractive to built a nice boulevard, or a strip of hotels and or a casino, which could attract people, tourists.
