An article from Haitian Newspaper Le Nouvelliste reveals:

Le Moniteur, the official newspaper of the Haitian government, in the edition year 171, # 4, dated Thursday, January 7, 2016, said that the Martelly-Paul administration, at the National Palace on December 9, 2015, by decree, "created on the island of La Gonave a state agency with legal personality and financial autonomy called The International Financial Center of the island of La Gonave (CFIG) nicknamed "The Center".

According to this decree, "the Centre will be located on the island of La Gonave within a perimeter of about a hundred square kilometers (100 km2) whose exact location will be determined depending on its consistency with the objectives and the specific needs of its missions. Within this scope, will be developed an overall development plan including the construction of a new city for the needs of project activities."

"On the territory available to the Centre, it will be free to subdivide, grant rights to rent and rent to its residents paid royalties and provide for his needs, erect technical constructions and infrastructure, roads, and do all acts necessary for its implementation and its need for operating.

There are a lot more details about this new La Gonave Financial Center but you would have to read the decree in full to understand. If we find a copy we will link ot to this article

They should do something with all islets who are unoccupied like the Cayemites, Latortue, La Navaze, Mole St Nicholas, Ile a Vache.

Some of them should be Mrine base, Navy base, Air Force Base with Military training and Medical training and Pharmaceutical and comestic laboratories.

They should create laboratories jobs in these islets and train military in this little islands.
