The Haitian government is corrupt so it wouldn't surprise me if what the red cross rep is saying is true. However, there are 2 sides to a story.
I hear of people taking advantage of the situation and attempting to get items through custom for free in the name of relief effort, when they are going to really use it for business purpose.
They will get these things through customs for free and then turn around and charge the Haitian people to use it. There's a lot of corruption going on out there on different fronts.
