Concerning Haiti - Nouvo LIST Produits Ki Pa Gen Dwa Traverse Frontiere Terreste Haiti-Dominicain, I went to the site for The Ministry of Economy And Finance (MEF).

Right after listing the products restricted by Haiti, they posted the following note:

"Obviously these measures are aimed above all other reasons, to enable the Ministry to cover the hundreds of millions of dollars of tax revenue lost to smuggling.
