You first have to build a country in order to defend it; Haiti is a failed state, its economy is almost non-existent, and its infrastructure are very poor; Consequently, Haiti has little to defend.

Instead of a military force, Haiti needs industry and jobs, paved roads, tourism, strong economy, better infractures, better police, more universities, more schools, more museums, better communications systems, and better government and political system; This is the only way we Dominicans will respect you; This is the only way we Dominicans will treat you as equals.

An armed forces will not do much good if you do not have any industry and strong economy to sustain it
