Haiti Construction - Why put cement blocks in a concrete roof?

I notice that in Haiti, home builders lay cement blocks(block 10)on the roof tops and pour concrete over it... Why is that? I don't notice this practice elsewhere.
Even next-door, I notice that only rebar and concrete is used in concrete roofs. And they are a bit thinner than at home.
Are they both solid structures or is one more solid than the other?
With earthquakes in Haiti, we have to be careful...
So... Why the cement blocks???
