Haiti Tent City Design, How Will They Be Set Up?

How will these tent cities be designed?
I am not an engineer but I can already see "What's the worse that could happen!"
We all know that, in the United States, where the pavement ends, grass begins. This is true everywhere, on the highways, in your neighborhood, even in the poorest mobile home parks.
There's a reason for that.
Grass and pavement are the reasons why there is no mud under our feet when we walk. This is the reason why, rain or shine, no dirt nor mud gets into our cars and inside our homes.
Grass... and pavement...That's why everything is clean here!
Assuming that these tent cities are built, will the Haitian government consider a combination of grass and pavement to prevent a muddy mess?
We all agree that the rainy season is coming in Haiti our people need shelter. We should also agree that, when it rains in Haiti, it is muddy as hell.
That's because people and cars are circulating in the bare dirt when it's wet!
With tens of thousands of people walking back and forth in and out of these tents, do you think that the Haitian government is considering ways to prevent these tent cities from becoming a pigsty?
All it takes is grass and pavement to prevent this from happening and to keep these tent cities humanly habitable.
Will the Haitian government take this into consideration or will they worry about it when everyone begins to complain about living in a muddy hell after the first heavy rain?
I need your input on this.
