While listening to Haitian radio, I heard someone say... "In Haiti, we often question and criticize the reaction and NOT the action..." In other words, if person A does something to person B, person B who is often unable to find justice reacts to person A...

In Haiti, according to what the radio guest suggested, person B would be criticized and most likely be punished...
