Novum Energy Trading says the Haitian government owes it $40 million in overdue payments for fuel.

A Haitian Government officials said that the fuel distributions companies refuse to pay the government for gasoline and diesel that the government purchase from Novum on their behalf.

If the Government is not getting paid for fuel being sole in Haiti, where will they find the money to pay and purchase more fuel?
