It seems to me that the donor agencies have no confidence in the Haitian Government.

Many of those agencies have e in the past that monies given to successive Hautain government for certain project had been diverted; contrary to agreements on how the money is to be disbursed.However, the prime minister is correct when he lamented the fact the fact that monies gear for the reconstruction of ravaged Port-au-Prince, have been trusted to NGO's, instead of the government.

Now, he has to look back at the performance of his own government and that of previous government, and go in retrospect at a fact finding mission and figure out why the distrust.

Perhaps, he has to sit on a round table discussion with donor agencies, and trash out their difference.
