Everyone with any sense wonders why the UN runs around in heavily armed war vehicles and hide in fortified compounds?

What enemy in Haiti is a threat to the UN War machine.

Why not have bulldozers and construction material to start cleaning ruble and clearing waterways?

These UN troops are in Haiti to train for more violent places - not there to help Haiti
