GHANA, LAGOS, AND SENEGAL AIRPORTS are exactly like Haiti.

I visited Africa in the 90s, and encountered the same problem.

I would put an iron gate with barbed wired around the entire airport, and will come up with a system.

I would register, fingerprints, assign a number, and make photo identifications for each individual.

I would take 10 people each day, and register them at a different location close to the airport.

I would provide them with uniforms, and they will have to reimburse some money each week until the amount is paid in full for the items.

I would then allow a certain number of them to come in, and carry suitcases under strict supervision by the police daily.

You can only come certain days according to your number, and if caught at the airport you are dismissed.

It would be a rotation system, so they all can earn some money.

I would take away the identification, and the uniform for a number of days after each complaint from visitors.

You have three chances, and after the third complaint you are out completely plus 30 days in jail. You are automatically out if caught at the airport on unscheduled days, and a strong police presence to keep them out of the tourist area.
