It is not that they invented aviation or something.

Anybody can buy a helicopter kit that includes 38 different parts with instructions on how to assemble a copter.

It is very uncommon in the US where you have to deal not only with the FAA but with different state licensing issues.

In foreign countries where the laws are lax, anything can fly. Automobiles and Helicopter kits are sold wide open on the net.
