The way I see,

President Jovenel will give the Haitian's people the whole world before he finish his term with no money and no access of credit.

Maybe president Jovenel found a hacker (Baka) to steal money over internet from rich countries for him.

Even though that it will not be a good idea, because God said we have to work hard to make money.

Maybe president Jovenel will raise the gas price to make that money.

I find a solution:

Maybe president Jovenel will put heavy tax on the opposition to make that money.
