I know you're not stupid, and the reasons
why haitians and venezuelans are treated
differently could find an answer from a
ten year old kid. venezuelans speak spanish, which is not the case among haitians.Besides, venezuelans happen to be white, or light mestizos.Easy my friend.Life goes on.
