Haitian who hold foreign passport should be given a break.

$10 for wiring money to Haiti.

$10 for visiting family and friends.

How about giving the former Haitian national clear guarantee that he will not be kidnapped or forced to relinquish at gun point his hard earned money when he visits Haiti?

How about giving him a national haitian citizenship card that protects and guarantees his haitian citizenship rights to vote and to be voted for all public offices in their country.

In a sense Haitian with foreign passport are being penalized.

This measure if enacted will not only affect naturalized Haitian, but it will also hurt tourism by adding a new type of direct taxation that future goverments may increase.

This is is a xenophobic tax. Give haitian (NATURALIZED AND RESIDENT ALIKE A NATIONAL CITIZENSHIP CARD FOR $10 ) They can apply for it through Haitian consulates and embassies in north america and europe as well as south america etc.Give that card and and make it renewable every 5 yaers for a fee and youl will have a constant source of revenue for HAITI.BECAUSE, THE BOTTOM LINE AN HAITIAN WHO HOLDS A FOREIGN PASSPORT HAS NEVER RELINQUISHED OR RENUNCIATED HIS NATIONALITY.

WE HAITIANS FIRST BLACK REPUBLIC OF THE SO CALLED MODERN WORLD SHOULD AND OUGHT TO BE MORE LEGALLY AND JURIDICALLY TECHNICAL TO KNOW THAT RENUNCIATION TO NATIONALITY IMPLIES A POSITIVE ACT BY WHICH THE INDIVIDUAL NOTIFY THE STATE IN QUESTION THAT HE VOLUNTARILY ABDICATE HIS RIGHTS AND PRIVILEGES OF BEING BORN HAITIAN.THIS ACT OF RENUNCIATION OF CITIZENSHIP IS TO BE FILLED ON A FORM WITH THE HAITIAN STATE FOR A FEE 0F $5000 TO $10000.HAITI TO BECOME AN EMERGING COUNTRY BY 2020, 2030 OR 2040 MUST ACT BOLDLY BY REINTINGRATING ALL HIS ASSETS NOT A MEAGER $10 FROM A GUY WHO VISITS TWICE IN TEN YEARS.

HAITI MUST TAKE BACK ALL HIS SONS AND DAUGHTERS.NOT $10 FROM THEM SPARINGLY.
