I completely agree with Neg Lakay.

As a member of the US Armed Forces for 15 years I used to be one of those traveling a lot to Dominican Republic to train their military and/or facilitate their training.

I used to ask myself why because it was not something I was doing by choice.

The only thing that would always come to my mind and I was always feared that one day their will be an instability in Haiti and Dominican Soldiers will cross the border under the pretext that they have to maintain order and secure their national interest and the Haitian government and its people will not be able to do anything.
