I was not there, so I do not if Mr. Brandt is guilty or innocent.

I can tell you the guys who are doing the actual kidnappings, and the dirty jobs have bosses.

They work for people with power, and money.

The bribes, and corruptions in this scam are huge. The fish is usually rotten from the head, and not the tail.

You must also remember this is Haiti, and I hate to say it. Your enemies can set you up, and you cannot be too sure. He might be innocent, and someone is out to get him.
