Taly, I like your comment on a legislative point of view. But what about the very core of what religion represent?

As you said Haiti has no means to stop anybody from practicing a religion.

To answer your question.

YES, and emphatically, YES: Vodou is a Religion.

If one stops all the religions from being practiced, the problem with vodou is that it represents our soul, ourselves.

Losing it is more that using a religion like christianity.
