The owners must be paid market values, and if they continue to resist the law of imminent domain should be applied in this case.
They cannot just evict them, and need to come up with a fair plan. They can be trained to work in the tourist industry, and be allowed to sell crafts.

The government has to train them very carefully, and they are not use to visitors.

They must have uniforms, and badges with their names.

They must be given an opportunity to make some money, and you cannot just remove them from their land. They also must be reasonable, and agree to work together.
