Haiti doesn't need guns and AK-47. Haiti needs paved roads, food, farms, factories, jobs. Also, a stronger infrastructure, economy and GDP. An army would be too costly for Haiti.

However, Haiti should have a strong police force and a SWAT team, equipped with small arms to carry out internal security duties.
