Falcon Air Express, led by Nelson Ramiz, leased them the aircraft and was involved in setting up the airline.

The same leasing company, led by the same person, was also involved in Dutch Antilles Express in Curacao that recently went bankrupt owing 20,000 Venezuelans and many other people a large amount of money.

So don't necessarily blame Haitians for failure of a company, it could easily be the people running or involved in the airline.
