I don't quite get it (Dominicans of Haitian decent)

You bring Haitians in to work from way back. They create a generation, which most likely created another one. These people are Dominicans, of Haitian descent.

In my thinking, what is so wrong with that?

They were obviously needed to work in the DR in the past. I don't understand.
