C'est ou bien INCOMPETENCE ou COMPLICITÉ de la part des responsables de la zone.

C'est aussi le résultat de l'impunité.

De Petit Gôave à Port-au-Prince il y a Grand Gôave, Léogane, Gressier, Carrefour et Bizoton où il est censé avoir des postes de police et on nous dit que ces " voleurs " ont pu rentrer à Port-au-Prince sans être appréhendé.
