Are NGOS and Foreign Aid Crippling Haiti?

Are the United Nations and the non-governmental organizations (NGOs) the ones who are holding Haiti back?

This is a question that was raised On MSNBC earlier

With all the help pouring in from the outside, I was surprised when I read the following sentence in an article on MSNBC's web site:

"Haiti's remarkable recovery, moreover, has been largely driven by Haitians themselves."

Really... Where you expecting Tonton Nwel???
