What is the main cause of the constant shortage of gas in Haiti?

"Ratman Gaz" (Gas Shortage) is so common in Plateau Centrale Haiti that it has become a stock market... Meaning that people stock gas in big drums and sell it for profit as soon as there is a shortage.

Drivers say they have no choice but to raise their prices.

Passengers are complaining big time about the price increase
