Haiti: 96 Percent of the Population is at Risk?

I was reading an article about climate change in Haiti and almost pulled my eyeballs out when read this:

"Haiti is a country at risk," the article says. "Extreme poverty, severe deforestation and soil erosion, and poor building practices contribute to 96 percent of its population living in jeopardy.

96 Percent? What? Wi fout?

Can you believe that "Poor building practices in Haiti" is listed as one of the factors that puts the country at risk?

Well... Now that earthquakes is in our list of natural disasters, you better believe it.
