Proposal to expand Dominican export markets

The president of the Round Table of Commonwealth Countries in Dominican Republic, Fernando Gonzalez Nicolas, proposed concentrating private and official efforts to identify new markets for Dominican exports.
I went to the site for The Ministry of Economy And Finance (MEF).
Right after listing the products restricted by Haiti, they posted the following note:
"Obviously these measures are aimed above all other reasons, to enable the Ministry to cover the hundreds of millions of dollars of tax revenue lost to smuggling.
Here are the Dominican Republic's measured responses so far:
1. The Dominican government recalled the Haitian ambassador for consultation.
2. The Dominican government stated that it reserves the right to adopt diplomatic measures in response to those announced by the Haitians.

There will be a response from the Dominican side; I will be contacting several Dominican senators and deputies to propose the following in a tit-for-tat response:
1. Prohibit foreign currency remittances to Haiti (Haitians send about 750 to 900 million dollars annually to their country), or charge 25% tax.
2. Strictly implement the labor law that prevents more than 20% of foreign workers in Dominican companies, with emphasis on the tourism sector, construction, etc.
