I never heard things like that in Haiti, Government figures congratulating some one for doing something good that brings greatness and recognition to Haiti.
I do not know if it used to be done in the pass but first time. I only see and hear that in Jamaica.
It is very good and important when some one does something good to acknowledge that person especially at an international level.
